Unlike all the other debuffs, Fear is not inflicted by any of the toons eligible for the Krayt raid. So then why is it in the list? I can see three possible answers: 1) It's possibly a subtle hint ...

Option 5: maybe there were more factions allowed during development, and they just forgot to take Fear off the list when they removed the faction that could cast it.
