If you need to deliberate or worry about farming/gearing him, he's probably not worth it. That would be your best direction.
There are tons of characters who fall into this category - Nest, Barriss, Kuill, IG-11 to name a few. These are all excellent toons who can be plugged into a variety of teams (scoundrels, Jedi, Rey resistance, Traya triumvirate etc.) but they won't be as impactful as adding an extra GL or S-tier legendary like Malgus, Profundity, or Executor into your roster, from a PVP perspective. For PVE, said toons aren't required for farming other GLs or TB-specific reasons (unless you want to worry about the LS Geo TB P4 KAM-led mission).
