SS not working proerly?

So i took my maxed r10 SS for a stranger and vs this 

and this for relics

Her aoe which she had 330k prot loading in before lead or anything else with a delta of 5 can not 1 shot ben or visas with a Omicron Aoe? using Jkr,jolee,bs and Juhani? can this be explained why we have broken characters and broken focused datacrons? Was delta not introduced to make having invested in someone like Ss for a matchup like this worth while?
