It seems to have been designed to be about level 15 (both characters) when IG-90 arrieved. If you have Luke over that, it's because you paid (cash/crystals). So, you have 2 options: pay again to level IG-90 up or wait until next release. It's supossed to allow everyone to be level 25. Because, you know, if you bought mats to accelerate Luke, why not do it again? That seems to be the business model.
I did buy some materials/currency with crystals once or twice. I figured that by investing to level ST Luke a little higher early on, this might snowball to let me get more resources later. (Because that's kind of how the rest of the game works!)
I guess I feel penalized now for spending a little but not too much. Wild that they set it up this way. Never again, I guess.

Purchasing does not seem to snow ball but carrot a stick. I can not get any further because I need mats that are too far up the rewards for me and not on era pass or for crystals.

It's useful to win more R10 coins the first days, but sooner or later you will find a wall if you don't pay again.

Crazy design. I guess the takeaway is that unless you plan on spending hundreds every couple weeks, you're better off not spending at all.
I'm sure CG made a lot of money when ST Luke dropped. I'm also pretty sure they're not going to see much spending on subsequent characters now that players know how pointless it is.
