Really you have to look at each characters mechanics.
Each wave of battles or raid phase are currently considered an encounter.
If you look at lando his double damage doesn't have an expires.
Farmboy Luke zeta shows it expires at end of encounter.
Another way to tell the start of an encounter is if effects like pretaunt or cassian buffs.
How to tell is an encounter end is noticing when characters have buffs at the end of the round.
So looks like
lando will keep double damage across encounters/waves
Ezra will keep offense across encounters/waves
Farm boy Luke will not keep CD across encounters/waves.
It was mentioned earlier that all 6 waves are 1 encounter
There is always problems between terminology and how things are interpreted and what actually happens in game.
Like I said if characters carry buffs from one wave to the next or solo doesn't get to use shoot first ability at each wave start then yes they are coded as one encounter if not then each wave is coded as an encounter.
I don't think you are going to get any clarification on this before it starts so you will need to test it for yourself.
Edit: I just went back and watch some vids from the battles running
here are 2 shots showing loss of buffs between waves in the same battle
1st example CLS has crit damage up from Biggs.

CLS kills the last enemy with a counter attack so he did not take the 2 turns that the buff lasts for and it is gone at start of next wave

2nd Example STh taunts

STH takes no other turns during that wave however his taunt is gone at start of next wave.

this indicates each wave is mark as an encounter meaning any buff/ability gains marked as expiring on "Encounter End" will go away.
Unless something is changed between the testing shown and actual release
Farmboy will not keep his CD bonus thru waves.
