Steadfast retribution why

Ok for the most part I like some of the modifiers they put on challenges and conquest. But for the life of me I’m trying to figure out how the heck CG is thinking steadfast retribution is supposed to ...

My lowest CG since last December this time. I just can't be bothered to find a team that can both survive the reflection damage and also survive JKA.
