Yes he does... but I don't think DOT's trigger the TM gain... in fact I'm positive they don't. I run EP lead and face 200+ speed STH all the time and I don't recall ever seeing TM gain from the "EP effect". I'll pay more attention when I start my daily run in an hour and a half. I'll let you know for sure.
It's not a DOT. Palp's UA deals damage to all jedi, all rebels, and all shocked enemies at the end of each turn.
