Thanks to fellow poster Waqui who answered this same question so well on a post I made about this same issue. Scroll down to find Waqui's posts. Basically comes down to taunt is a buff which shock prevents, but TM gain when damaged is a positive status effect, which shock does not prevent. QGJ's humbling blow says it removes all positive status effect, so that eliminates the taunt and the TM gain.
