They were only 10 shards each, but you also just increased the stuff in the shard store after how many years of no changes. So taking 10 per capital ship away we could use for shard store currency is yet another, "here's something for you, but we're taking this other thing away first!"
If you're not taking resources from players on purpose, you really need to hire someone with common sense to ask these kinds of questions before you implement. Not that you will because the decision-maker seem to prioritize spending on quantity, not quality.
