Stop tying Conquest to the Pirates

Probably because conquest is being procedurally generated by AI.  They just feed in a couple required parameters and let AI pick whatever based on previous teams and requirements.  Hondo is the latest GL, so it's still kind of a "new shiny" and probably gets special booking based on FOMO.  Hondo also does well in GAC, so this is an effort to get people to put money into their roster to unlock GL Hondo.  Nothing more.

Same as datacrons.  Random AI generation other than some FDC exceptions due to era battles and OP garbage like the Vane L9 so a tank can one shot characters, because reasons.
