If you look at everything software, it's impossible to "own" something today. Everything is subscription services.
The reason is easy: It's creates a continuous stream of income, which is preferable for the company, and it generates higher income per customer on average.
The same goes for the conquest pass even though it's not a subscription. Right now the people who buy it pays $120 every year, so why would CG sell a life time pass for $100? ... or even $200?
My claim would be that the players purchasing the conquest pass are either typical spenders or players invested in the game beyond a year or two. So CG would get zero benefit from offering a life time pass.

But as one progresses through the game, one doesnt need much (for instance) omega metarial anymore...
Because he has upgraded all of his characters who needed it.
If he ever needs some, the daily give away (at some point) will be suffisant.
One gets 1 omega per day from daily give away, also a chance to get 1 more from the galactic war, also 3 chances weekly from the challenges...
I imagine that top players hardly need to buy conquest pass just to get omega meterials anymore.
So...at one point, the premium rewards track will be obsolete too (no more stream of money for CG from that particular player, from that conquest pass).
Seeing in that light (that the stream of money is not sustainable), why dont CG just create LIFE TIME conquest pass...which also makes the stream of money obsolete BUT it rewards the players....players feel more value out of it...
It is something like "loyality rewards" in some department stores. The stores cut some of it's revenue to rewards the buyers....
