Suggestion: Change bounty hunter payout mechanism.

Make it so that only scoundrels can work towards completing a contract, while it's still only bounty hunters that receive the payout.

Let's be honest here, there are lots of scoundrels that help bounty hunters get their payout. People that are supposed to be on the side of the one hunted but sell them out to the bounty hunters for a bribe. They don't get the payout, but they contribute to completing the bounty.

So it is logistically correct, and still wouldn't be OP, would just give room for the Bounty Hunter leads that mention scoundrels like boba fett and the mandalorian to actually include scoundrels...

Might give us places for all these misfit scoundrels and bounty hunters as well.
