Any ability to strip and build a new toon would negate the farming aspect of the game. Every meta change, drop X crystals and you are caught up instantly.
New event or character release, pay X crystals and gear up get the toon, then drop down the toons you "dont need" and move all that gear wherever you want.
Yes spending those crystals could be a source of revenue, but this could also just be free crystals gained from arena that can now be saved vs buying gear needed.
The cost would end up being so high it would be prohibitive to many players or it would be used as a substitute for grinding, which would just make it a feature for a certain size of mammalian sea dwellings creatures.
I don't think the op included star level. Which would still require farming which is the biggest panic for new releases.
If you could reset abilities for crystals and reset your non locked gear using separate crystal payments could work.
No locked gear meaning all pieces of gear from that level before you complete it so you can only reset like 5/6 pieces,Which will stop a complete strip and build from one character to another, as you would need like 12+ characters all from g1-g12.5 (really g7-g12.5 as we all have 1-6 stockpiled)
Using crystals to reset that many characters gear levels even at 2k cost would be expensive for just a " shortcut" for 1 character. Wouldn't put a dent into panic gearing something which isn't really a issue the stars are.
I am not referring to star level, as that would be a different topic, which I believe already exists as "relocking toons" as someone put it.
Gear panic is when you have all the toons for an event or for the new meta but dont have them geared, which happens just as often as panic farming and is probably a large source of crystal spending.

You would completely negate the newest gear if it was isolated in that way. That would make meta switching easier, and make harder choices way easier. The game is built on a resource management backbone, evaluating your choices and living with them.
Let's be honest - the game is built on making you panic farm/buy gear you already have....except that it's on characters that have either been nerfed, or left behind by a new meta-defining character release. Or by a character release that has been portrayed as effective against the current meta, but is not.
I agree that it won't change, as that is CG's business model - built in character obsolescence. I guess we should just be thankful we can at least move mods. "Thank you master, may I have another" kind of thing.
