As far as the mod battles/challenges lottery. The players with tons of high secondary speed stats are for the most part not farming mod challenges, they are using mod shipments either saving crystals or spending money to get them. As most have said the mod drops are so inconsistent. Why spend thousands upon thousands of crystals, be it ftp in long term or p2p in short term to get lucky at the one mod you want to drop when it will most likely show in mod shipments.
I too thought the prices were outrageous till I realized I was dumping 300 crystals a day into cantina energy and in 4 weeks got maybe 1 decent mod to drop, that was 8400 crystals I could have bought 3 great mods in the shipments for that.
