The calculation is Tenacity - Potency and no matter the outcome, there is always a 15% chance to get hit by a negative status effect... So for your beastly tenacity mods to even make a difference, you need to be somewhere around 85%, and even then, the chance to land a negative status effect on you is around 50% (you mentioned around 20-30% potency iirc)
Nah, Tenacity is flat out useless unless the opposing character has like 10% potency. I've had characters at 93% and still have one at 98%, EP stuns them and Old Ben Mind Tricks them as if they had no Tenacity at all. It's all about speed.
