Tenacity down and potency in the heroic pit raid

Hi everyone. As I understand it, the rancor always has a 15% minimum chance of resisting negative status effects and TM removal, no matter how much potency a character has. A few questions: (...

Tenacity Down is unresistable. It's meant to counter Tenacity Up, and if you need Potency to land it then it's all donkey backwards.
This is WAI and nothing to fix. Just give TFP Speed and Critical Chance.
