There are a few counters though. The first and most obvious counter is to be faster than their buffer and lock them down before they can activate the buff. Alternatively, you can dispell the buff or else you can just wait it out. I'm not sure if buff immunity works against it as, in my experience, most tenacity buffers seem to dispell debuffs before applying the buff anyway.
If you landed a debuff against someone with tenacity up, then you hit them with tenacity down first or used an irresistible ability.
