Tenacity Up Bug?

I don't agree that it not being resistable should be correct, no other other negative effect is irresistible. The argument about it being useless if it requires potency is senseless to me, that argument could be made for every negative status effect and by having it be irresistible you essentially make tenacity up useless which is very important for many builds.
