Territory battles improvement? Bank leftover gp

So ive been having a think about the territory battles rise of the empire, because of pre loading zones and wasting alot of gp at the end of phases, we could have a little node that is permanent that you can bank any leftover gp, for use by the officers of the guild in the upcoming phases.

This will actually push guilds closer to maxing out rise of the empire and is an automatic w for the game in my opinion.
