CG's employee of the year, every year, is RNG. If they couldn't rely on RNG to decide how things work, they'd need 100 more employees to make things work right. (They've only made 2 Billion on this game, we can't have them hiring more people!)
But, there have been more difficult conquests, it seems difficult for lower GP accounts I'm sure, but there have been far worse ones, so at least there's some tweaking to reduce the ludicrous level a bit.
See, that 2B is the killer. They've spent a small fraction of that on the game itself (including salaries and infrastructure). They could eliminate transactions and be in the black another 5 years. Yet, they feel the need to force spending like never before.
