Here's a reason. General Skywalker. Some thousands of people, including the biggest spenders in the game, just recently acquired General Skywalker. Hundreds of them have him at 7 star already; the result of hoarding GET1. Hoarding GET1 comes at the expense of not getting as much gear from that store; for heavy spenders, that means spending more cash on gear instead of currencies. To allow others to get Malak to 7 star without spending ~57,000 GET1 on shards would result in those persons having more GET1 available for either gear or Skywalker shards, which would impact the advantage that the spenders have by spending (i.e., both hoarded currency and high gear levels). People (including yourself I believe) have valued the 150 Malak shards at approx. 33k crystals, or roughly two vaults ($200). Providing what is arguably a static $200 value to some players and not all (and particularly not your top spenders) is problematic.

The alternative solution that has been bandied about--giving everyone with a 7 star Malak 57k GET1--would also have a potentially massive negative impact on those spenders (and us F2P who hoarded GET1) by basically giving everyone who unlocked Skywalker the currency to 7 star, even if they had spent all their currency on gear. Krakens who hoarded GET1 and just bought all their gear (literally) paid for a period of exclusivity with a 7 star Skywalker versus people who used their GET1 for gear while also getting a 5 star Skywalker.
