The number of Ships to Capital Ships ratio in this game is just so odd

Shouldn't there be like 77 ships for 11 capital ships to make full fleets of 7 ships each? There's barely like 50-55 right now which is underwhelming for the number of capital ships in game. Even Resi...

I very rarely even use more than 5 total ships per capital ship.

Many a times against tough opponents or tough TB battles. Even if we consider 6 ships per battles (3 reinforcements), it still falls short.
