The real balance problem is aoe debuffs

I agree tenacity is oddly worthless. But defense works fine. On a squad with healing it works fine. Heck, Plo is viable on my Rex/Chase squad. I'll put him in against squads without debuffers, and his defense up is brilliant. Back when RG was still one of my best arena toons, I modded him with defense secondaries, and he worked fine. I think they fixed defense when they tweaked armor last august. I.e. back when they killed JE droids.
