By what definition of balanced?
She is on, dare I say, nearly every arena team. There is a reason that most people have her on their squad and it is not because she is a balanced character. If that were true, then you would find someone else you could replace were with and have the same effectiveness. Tell me who you could replace Rey with and not have your team suffer.
I say this as someone who has a mature squad (40k power), but hasn't even farmed Rey yet. I can tell you that she is far from a required character, but is overpowered. This is what has led to the stale meta we have where way too many teams are a variation of Rey-RG-QGJ +2; If she were balanced, we would see more variety in the arena.
