There should not be 4 mod set bonuses, make all 2 sets and scale accordingly

I think that having a mix of 2-mod sets and 4-mod sets is an uneven thing to have, which is not elegant and throws a spanner in mod combinations.

It would be better to have it all be sets of 2. Of course the set bonuses should be scaled accordingly.

(or do away with both 2-sets and 4-sets and replace all with 3-sets, just have something homogeneous)
