We have a player on our ship arena from a certain notorious guild that snipes everyone multiple times per day during their payout when its not his/her payout. It is unclear to me what this player gains from doing this besides angering everyone who in return knocks him down during his payout.

Agree a better system needs to be in place, maybe lengthen the cooldown between battles.
