Thrawn's "Grand Admiral's Command" tweak!

That's actually not a bad idea. It could potentially be used against them with the likes of bobba or Vader's updated culling blade (Hoping they adjust it in his future rework to deal damage with buffs as well?)

Or...simply make ebb&flow heal empire only for 10% whenever they use a special ability, or have 'maneuver' heal for 10% for each debuff removed.

That is more like Admiral Ackbar's ability "It's a Trap" and i'm aiming for a more unique cleansing ability for Thrawn!

I was referring to a localised version of maneuver...but good point, though with a reversal its similar to a GK ability as well.
I do think 10% heal to empire upon ability-use being added to ebb & flow would be the best single solution

It would simultaneously (somewhat) solve the lack of DS healing.

All of these characters have some form of either a team or self-heal. Situational or not, its a disgusting preportion of LS characters. And I'm not even getting into LS vs DS cleansers and scrubbers.
