Thrawn is the best unit in the game. He does not need buffed. Nor does his lead, which is arguably the second best in the Empire faction, after Palpatine, which is one of the best in the game. The only reason Thrawn's lead doesn't see much use is because the AI isn't good at determining when it should use Maneuver.
