a fleet arena shard is determined when you unlock fleet arena
changing fleet arena shards will make newer players unfairly disadvantaged, like you just played this game for like one month and then a fleet arena shard shuffle happens and now you're in a shard with all Leviathans. do you actually seriously think that this is a good idea?
