She could be. But is she compelling? IMO not. Just because a character can be added to the game doesn't mean that they should be.
That said, the case for Yaddle is better than the case for others you list.
Hett, however, is a character you did not list. As a Tusken Jedi he is a curiosity. As someone who goes on to have a Revan-like character arc, becoming Darth Krayt, there is more that is unique to him than others you name.
I think it would be better if instead of just disagreeing with me or providing trivia like "Yaddle is lady Yoda" and "those Jedi are from the prequel-era" you made the case for those characters. You could, for instance, edit your OP so that after each name you provide an argument for that particular character's inclusion. Instead of smashing Gallia, Tiin, Billaba and Piell into one item, try telling us what is unique about Even Piell that would make the game better.
If adding the character doesn't make the game better, then we don't need them.
