I think that Chirrut (and maybe Maz Kanata) represent a really interesting section of the universe: Force Believers. They can’t use the force, but they worship and sense it. I don’t like to see Chirrut as a force user because he introduces a new idea for Star Wars. I mean, would it not be cool to have a whole religion of people in the galaxy that worship the Force like the Jedi or Sith but cannot use it?
Jedi and Sith are two denominations of the same religion. There are many other religions/organizations centered on the force. Canon ones include Nightsisters, Church of the Force, and Guardians of the Whills, with there being more in the EU. Chirrut is a Guardian of the Whills, a blind man who can walk freely without running into walls, who can blast X Wings out of there sky, and kung fu a bunch of stormtroopers with a stick. So technically he should get that tag, but then it’d be a pretty small faction with just him and Baze.
Also, the entire Rebellion adopted the force as their religion even though most can’t use it. Ackbar wishes it upon his fleet before the battle of Endor. The Republic X Wing pilot and Mando toss it around to each other lol
