Understanding TM vs speed

Question

Trying to decide who I want to give my next zeta to and one of the toons in contention is Maul. Before doing so, I'd like to understand the difference.

My understanding is that speed determines who goes through the TM faster. With TM gain of Zaul, even someone with high speed(TFP, Jyn) would be passed by Sith with a 20% TM gain.

Am I understanding this correctly?

It adds effectively 25% speed to the opening turn. A 200 speed Sith will go before a 249 speed toon but after a 251 speed toon.

For the first turn you multiply your siths speed by 1.25
