Raid Han will be a beast after his rework, as well as Old Ben and CLS. Those, combined with already powerful rebel toons like R2, Chaze, Ashoka, Ezra, Jynn or Wiggs will have plenty of viability in both Arena and Raids.
I actually think that rebels are getting too much love. Empire pass only had one good rework (Tarkin) and the rest are okay at best. Imp Troopers could have been a lot better in my opinion. We got Thrawn, but compared to all the stuff rebels have been getting it feels lackluster.
I'm inclined to agree, these rebel reworks (especially rancor Han) were well past due. Though there are outlier factions that could be much better, I'm looking at you separatists and droids.
However with the recent ewok and trooper passes they are showing a willingness to go there.
So here's to hope (since reblions are built on them) that they have more in store with faction passes
