I think that a lot of these ideas are good, but I think you're selling his power short. Why not make his leader ability actually as good as palpatines by making other droids with leader abilities act as uniques that affect the entire team. Powerful this may be but it could be implemented to his current leader ability via a Zeta upgrade. Regardless, Grievous needs a massive buff.
This was my first rework I ever made and I have been thinking about re-doing it for Grievous regarding his Leader ability now lol
