So I just bought a bottom right speed mod from the store for 3.93 mill and spent 464k upgrading it to level 15. It was a 5 dot A (gold) so I was assuming that like all the other gold mods I've ever had all the secondary stats would be increased. But no, only two of the stats were and that 5 speed secondary that I was counting on to be upgraded to 10+ stayed exactly where it was. Is this normal? I thought that all the secondaries got upgraded on gold mods, 3 for purple, 2 for blue etc etc

On a gold mod secondary stats will increase 4 times. Those 4 could be any of that stat, so speed could be chosen 3 or even 4 times. As you found out, it can also not be chosen at all.Welcome to mods.

It's more normal than getting speed to upgrade at all. What upgrades is chosen at random, with a random amount upgraded, with speed presumably having a lower chance than the rest. Of the 10 or so mods with speed secondaries that I purchased from the shop, 0 upgraded speed.

That stinks man. It's happened to me way too often.

It's normal. You're never guaranteed to get 4 different upgrades on a gold mod. You only get the assurance of seeing the non-upgraded speed already revealed, and the possibility that any (or all) of the upgrades could hit the speed stat. But it has been random, and still remains random, which stats will actually get upgraded.If you're prone to donning a tinfoil hat, the rule of thumb is that the chance for the speed to upgrade is approximately zero percent by design, because that's how they get ya. :)

If you're upgrading a level 1 gold mod with speed, there's a 31.6% chance that the speed won't get upgraded at all. There's only a 0.4% chance that the speed will get all four upgrades for your chance at up to 29 speed on the mod.

There's absolutely no incentive for them to have weighted probabilities for upgrades. It makes things unnecessarily complicated for absolutely no benefit. I'll go with Occam's razor on this.

This very much, only ever level to 12 first, and see if you like the bonuses you rolled. Some people swear by not even trying unless it's a blur/purple mod. To each their own.

Yup. Blues and purps for the win for me. Never had the luck of the gods for golds ... yet.
