Vader zeta bug

Sorry for being out of the loop on this one, but can someone explain to me exactly what this bug is? I'm in the verge of purchasing my first zeta ability and I wanted to put it on Vader. I've seen a dev post saying they will fix this bug. I just want to know what in getting into exactly.

This. I have strong rebels, jedi, and Empire, so I don't really care one way or another about the outcome, so long as it's clearly and consistently working as described.
