Vader's culling blade question.

Why is Vader's culling blade a guaranteed hit even if my guy has foresight, when it gets dodged/deflected all the time when I use it? I run a zQGJ team, but I have a maxed Vader for other stuff. He just one shots whoever he wants on my team... either it's an automatic hit or it's not. Someone explain the math to me. I'm missing something.

    It can't be avoided as long as it is omegad , if the op does not have his omegad then it is not a garunteed hit

    My Vader is not zeta. I know it "can't be evaded". So, foresight wouldn't matter. But, it's gets dodged/deflected often when I use him in raids. The enemy doesn't have foresight and still avoids it. How?
