With Nihilus being released it's clear that this game isn't beholden to canon, so what Chee says isn't really relevant. She's not relevant as a nightsister, adding the Sith tag may make her useful and it makes just as much (more) sense as saying STHan is a tank because he's wearing stormtrooper "armor" so why not?
Furthermore, any arguments based on the Rule of Two - something so shortsighted and nonsensical that it's laughable - are poor arguments at their base, whether they come from Chee or someone else. Maul was a Sith. He claimed that mantle, and he named Savage his apprentice and continued the training in the dark side Savage received from Dooku. At the least that makes Savage a Sith. Given that Palpatine himself didn't even really care about the Rule of Two - and recognized the two of them as rivals - invalidating them as Sith doesn't make sense.
