This is entirely too confusing to figure out if it’s working as intended or not. The ONLY place you can see that a summoned vulture only has a 70% chance to assist is if you check a summons unique DURING a battle.
It’s nearly impossible to study kits and read abilities after the fact to determine what interaction is/is not occurring. Regardless, I would question if those assists are really occurring at a 70% rate, because it sure does seem like it happens much less frequently than that.
