What Does Refreshing Fleet Shipments Actually Do???

I'm 15 shards from getting Bistan to 5-Star, to finish a Rebel squad that can attempt the tier of the event to actually activate the Emperor. I dropped 400 gems on refreshing the Fleet Shipments to...

Event will last for a week, so go easy on the refreshes. Make sure you check after every free refresh each day.
