In terms of matchmaking, I think something closer to GAC skill level would go a long way. There are some guilds with absurd win/loss records (way more wins than losses) and they should be going up against each other. Give them a challenge.

For the most part, they do. There's a 'gauntlet' of, what, the top 10 or so guilds that basically have half their TWs against each other. (I'm in one of those guilds, FWIW).
If one of those guilds loses a couple in a row, they drop out of the gauntlet for a couple of TWs; then regardless of outcome they're back into fighting gauntlet guilds.
The absurd W/L at that level is simply a disconnect in spending. Guilds like MAW have players who dropped at least $10K in a single day to take their entire roster up to Relic 9 when gifting was introduced - something that basically no other guild could do. So seeing MAW only lose once out of every 12-24 TWs shouldn't be unexpected.
