What would 100% tenacity mean?
Say I was able to get 100% tenacity on a character with mods and bonuses from uniques: could debuffs still be applied to this character?

Yes, if their potency is high enough, and of course depending on who is doing the debuffs, what the debuffs are. Some are irresistible.
