This wasn't a nerf, this was a blatant bug. His leader ability states very bluntly that you have to cause damage to remove turn meter, but you could clearly see that they would still remove turn meter despite the attack being dodged and not damaging the enemy. Anybody who paid attention to the skill descriptions knew this was going to get fixed at some point
