Who else is sad and disappointed to have to run hstr after cpit?

I don't understand why the 5 attempt limit anyway. There are only 40 toons total available for use. 5 attempts is max 25, so only 15 leftover. What's the point of stopping their use? Surely it's good for CG for people to spend resources taking them all up?
