Why 144 speed Baze goes before 263 QGJ?

Assuming this is true, this is how the start of battle should progress:

Battle starts with every at 0% TM. QGJ's leader ability grants Foresight to four characters, which then gives Baze 40% TM. QGJ is 0, Baze is at 400.

QGJ = 265, Baze = 544. No one goes.

QGJ = 530, Baze = 688. No one goes.

QGJ = 795, Baze = 832. No one goes.

QGJ = 1060, Baze = 976. QGJ takes his turn, Baze does not.


Now, let's say QGJ is on a team with five Jedi so Baze is starting at 50% TM instead. You can basically add 100 to each of his TM values on every round, which means he now fills his TM in the same round as QGJ and it should be a coin toss as to which one goes first.

Either way, Baze is never filling his TM before QGJ so QGJ should be going first at least some of the time, especially if there are only four Jedi on his team.

Turns are based on who gets to 100% tm first no more ticks. If they both get to exactly 100% at the same time than rng picks.
So Baze starting with 50% TM means if he has half the speed of Qgj + 1 he will go first. For it to be random Qgj would need speed 2x Baze exactly
Qgj speed assumed with leader bonus
QGJ 260 speed Baze 131 speed - > Baze goes first
Qgj 260 speed Baze 130 speed - > rng picks who goes first
Qgj 260 speed Baze 129 speed - > Qgj goes first.
