Why 144 speed Baze goes before 263 QGJ?

For devs: To fix this, simply do not enable Baze's unique until after initial buffs are applied, But before Raid Han gets 100% turn meter.
This is what's happening. I don't believe it needs fixed: they are getting two buffs (one displayed with icon, one w/o icon b/c unique type of offense up,) he is getting bonus turn meter for two buffs.
It is happening at the beginning of the battle and Baze is there at the beginning: he should get those bonuses. To not give him the bonus would mean those buffs happened before Baze was in the fight...b/c otherwise he gets turn meter when they get buffed. There is no basis to change it.
Btw, I have a 3* ungeared Baze.
Other leader offense up does not trigger it. Yes I know Qgj lead is different. IMO offense gain from Qgj should not trigger it.
