Why are the Era units’ Armor going down when leveling up?

Guild mate of mine just pointed this out to me.  As we level up Kleya or Vel, their Armor and Resistance ratings are dropping. Not sure if this is a display bug or if those values are going up and down on various levels.

According to the screenshots, her level 17 Kleya has 22.2 Armor and it will drop to 20.4 at level 18.  Meanwhile my level 44 Kleya has 22.1 Armor, 0.1 lower than hers, and it will drop to 21.6 at level 46.

Obviously if mine dropped to 20.4 at level 18, it would have had to increase again to get to 22.1.  However, it’s still disturbing that on level 44 there is zero growth from level 18.  Unless these numbers are all FUBAR and the actual values are not shown.
