This is not the reason. Think about it - you can zeta Chewie, you can sell mods, you can gear CUP to g12. You can do a lot of things that will "hurt" you later, or that are a waste. But you can't sell gear because you might sell a few carbanti you might need later? All of which are purchasable through shipments and shops?
It's fine if they wanted to simplify the game economy, decrease the code footprint and/or reduce time in the game by dropping gear sales and adding the credit heist. In fact, I prefer it this way. But this "to save the players from themselves" argument is pretty hollow. And that's from the point of view of someone who was around and active on the forums when the ability to sell gear was removed.

People accidentally Zeta something and whined about it is a fact. Solution was to add a confirmation button.
People sold gear accidentally and whined about it is a fact. Solution then was to scrap selling gear, and the credits you got for selling were pitiful anyway. Whether there are other underlying reasons why this solution was chosen, I do not wish to speculate or care. It’s a good enough reason for me.
