Why develop the inquisitors to be complete trash?

They have definitely been a letdown. Looking back at the last few years, releases have been fairly solid. SoJ doesn't quite live up to the hype but no one seems THAT mad about it. LV probably isn't worth the resources but he's still a strong character. Imperial Remnant never went anywhere but DT and Gideon are top tier characters. Mandos were pretty bad on release but Armorer herself was great and it's really only BKK who was bad for a few months. Everything else has been very good... like Bad Batch: they're not the best at anything but they're a fine team to have on your roster.

Now we have this faction that's underwhelming and we're told "well, you'll need them to get GI and they'll be better once they're all out". Then three months and a unique buff later they're still underwhelming and it's "well, GI comes out in two months and THEN they'll be good so definitely invest in them". And this just seems like a pretty big direction shift compared to Starkiller who requires three amazing characters and one useful one instead of one pilot, one tank, and three pieces of dead weight.
