Why didn’t the JV lsb include fully JV characters?

When the JV lsb dropped like 1.5 month or so ago I like many others saw it as a great opportunity to prep for the new raid. Sadly this wasn’t the case as the highlight of the LSB, Mace Windu, didn’t receive the JV tag and can therefore not be used in the raid. To be honest I’m fine with Mace not being in the raid since we got a O66 version of him in the Jedi Master Mace Windu unit but it’s pretty foul marketing to not make him a JV if he was in the pack for it. As I said he doesn’t need to be in the raid but atleast give him the tag so he can used as the JV he was sold as.
